The public inquiry into the proposed waste-to-energy plant at St Dennis has begun at Kingsley Village near Fraddon.
Plans were rejected by the former Cornwall County Council last year, before SITA lodged their appeal.
Under the proposals they want to build a plant which would be capable of processing 240,000 tonnes of rubbish per year.
Campaign group STIG feel it's unfair one part of Cornwall should be responsible for the disposal of the whole county's waste.
However it has been indicated that it could cost millions to find alternative ways to manage the waste.
The inquiry is expected to last at least a month.
